[Philippines] Ex-president Rodrigo Duterte arrested over crimes against humanity
MANILA, Philippines – Former president Rodrigo Duterte was arrested at the Ninoy Aquino International Airport Terminal 3 (NAIA 3) on Tuesday, March 11, over a warrant issued by the International Criminal Court (ICC), becoming the first former Philippine head of state to be arrested through an order by an international tribunal.
Earlier, an informed ranking source told Rappler that Duterte is already in custody, which was also confirmed to Rappler by a separate security source. Malacañang later confirmed this.
Duterte faces a crimes against humanity case before the international court over his drug war that killed close to 30,000 people, according to tallies by human rights groups. Prior to his arrest, the former president was put on Red Notice alert by the International Criminal Police Organization (Interpol), following the ICC’s issuance of a warrant.

Stocks fall as Trump warns of US economy trade war 'transition'
A sell-off in the US stock market gathered steam on Monday, fuelled by rising concern about the cost of the trade war to the world's largest economy.
The S&P 500, which tracks the biggest American companies, fell about 2% in early trade, while the Dow Jones dropped 0.9% and the Nasdaq sank more than 3.5%.
The falls came after President Donald Trump ducked questions about whether the US economy was facing a recession or price rises as a result of tariff moves, while warning instead of a "period of transition".
Commerce Secretary Howard Lutnick, however, insisted there would be no contraction in the US, although he acknowledged that the price of some goods may rise.
Investors fear that tariffs - which are taxes on goods applied as they enter the country - will lead to higher prices and ultimately dent growth in the world's largest economy.
"The level of tariffs that Trump is imposing, I think no doubt, will have to cause inflation somewhere down the line," Rachel Winter, investment manager at Killik & Co, told the Today programme.
Economist Mohamed El-Erian said investors had been optimistic about Trump's plans for de-regulation and lower taxes, while under-estimating the likelihood of a trade war.
He said the recent falls in the stock market, which started last week, reflect the adjustment of those bets.
"It's a complete change in what the market expected," he added, noting that investors are also responding to signs that businesses and households are starting to hold off on spending amid the uncertainty, which could hurt economic growth.
European stocks closed lower on Monday, with France's CAC and the London FTSE indices both closing around 0.9% lower. Germany's DAX closed 1.75% lower.
Susannah Streeter, head of money and markets at the stockbrokers Hargreaves Lansdown, said it was because of "unease around the impact of Trump tariffs". She added that concerns over the US economy entering a recession is worrying investors.
Tesla shares fell about 8% on Monday, while tech stocks Nvidia and Meta were both down more than 4%.
Speaking to Fox News in an interview broadcast on Sunday but recorded on Thursday, Trump appeared to acknowledge the concerns, responding to a question about whether the US was facing recession: "I hate to predict things like that. There is a period of transition because what we're doing is very big. We're bringing wealth back to America. That's a big thing."
"It takes a little time, but I think it should be great for us," he added.

MONTREAL (AP) — New Canadian Prime Minister Mark Carney is heading to Paris and London on Monday to seek alliances as he deals with U.S. President Donald Trump’s attacks on Canada’s sovereignty and economy.
Carney is purposely making his first foreign trip to the capital cities of the two countries that shaped Canada’s early existence.
At his swearing-in ceremony on Friday, Carney noted the country was built on the bedrock of three peoples, French, English and Indigenous, and said Canada is fundamentally different from America and will “never, ever, in any way shape or form, be part of the United States.”
A senior government government official briefed reporters on the plane before picking up Carney in Montreal and said the purpose of the trip is to double down on partnerships on with Canada’s two founding countries. The official said Canada is a “good friend of the United States but we all know what is going on.”

China to raise defense spending by 7.2% in 2025 to ‘firmly safeguard’ national security
China on Wednesday increased its defense spending by 7.2% this year, the same growth rate as in the prior two years, as Beijing seeks to “firmly safeguard” its national security.
In an official government report due to be released in parliament, China proposed a national defense budget of 1.78 trillion yuan ($244.99 billion) for the 2025 fiscal year.
The increased defense budget, well above China’s economic growth target for this year of roughly 5%, comes as Western governments seek to ratchet up military spending to bolster their own security.
The European Union announced Tuesday that it could mobilize as much as 800 billion euros ($841 billion) to shore up support for Ukraine amid Russia’s full-scale invasion. The move followed reports that the U.S. had abruptly paused military aid to Ukraine.
China budgeted a 7.2% increase in defense spending to 1.67 trillion yuan last year, the same growth rate as in the prior year. Beijing had increased spending by 7.1% in 2022 and 6.8% in 2021, according to official data.
When asked on Tuesday about China’s defense spending, Lou Qinjian, spokesperson for the third session of the 14th National People’s Congress, told reporters that “peace needs to be safeguarded with strength.”
That’s according to an official translation of his Mandarin-language remarks.
China’s defense expenditure as share of GDP has been held under 1.5% for many years, Lou said, adding that this rate of spending is lower than the global average.
China remains the world’s second largest military spender behind the U.S. which has set the military budget for 2025 at $850 billion.
Separately, expenditures earmarked for public security this year was raised by 7.3%, the official statement showed, a sharp increase compared with the 1.4% rise last year.

China strikes back at Trump tariffs with 15% levies targeting US farmers
WASHINGTON (AP) — China retaliated against President Donald Trump’s tariffs with an additional 15% tax on key American farm products, including chicken, pork, soybeans and beef.
The escalating trade tensions punished U.S. markets Monday as investors fearful of the damage from from Trump’s trade wars put their money elsewhere.
The Chinese tariffs, announced last week, were a response to Trump’s decision to double the levy on Chinese imports to 20% on March 4. China’s Commerce Ministry had earlier said that goods already in transit would be exempt from the retaliatory tariffs until April 12.
Imposing tariffs on imports is a key part of Trump’s agenda. He believes the import taxes can raise money for the Treasury, protect American industries and pressure foreign countries to do what he wants in a range of issues, including immigration and drug trafficking.

Bright lights detected by NASA telescopes lead to a dancing pair of supermassive black holes
Two telescopes have spotted the closest pair of supermassive black holes to date. The duo, only about 300 light-years apart, were observed in different wavelengths of light using NASA’s Chandra X-ray Observatory and the Hubble Space Telescope.
While black holes are invisible against the dark void of space, these two blaze brightly as the gas and dust they feed on is accelerated and heated to high temperatures. Both celestial objects, which circle around one another, are known as active galactic nuclei.
Active galactic nuclei are supermassive black holes that release bright jets of material and high winds that can shape the very galaxies where they are found.
The black hole duo is the closest pair found through visible and X-ray light. While other black hole pairs have been observed before, they are usually much farther apart. Astronomers discovered these black holes dancing around one another at the center of a pair of colliding galaxies called MCG-03-34-64, which is 800 million light-years away.
Astronomers serendipitously found the black holes when Hubble’s observations revealed three spikes of bright light within the glowing gas of a galaxy. They published their discovery Monday in The Astrophysical Journal.
“We were not expecting to see something like this,” said lead study author Anna Trindade Falcão, a postdoctoral researcher at the Center for Astrophysics | Harvard & Smithsonian in Cambridge, Massachusetts, in a statement. “This view is not a common occurrence in the nearby universe, and told us there’s something else going on inside the galaxy.”
Zooming in on bright cosmic lights
The team was intrigued when Hubble picked up on three optical diffraction spikes in a concentrated region of the MCG-03-34-64 galaxy. Diffraction spikes appear when light from a small cosmic region bends around the mirror inside telescopes.
Hubble’s observations were made in optical light, which is visible to the human eye, but the astronomers weren’t sure what they were seeing. Falcão’s team took another look at the galactic region with Chandra in X-ray light.
When the scientists observed the galaxy using Chandra, they were able to pinpoint two powerful sources of X-ray light that matched the optical light sources spotted by Hubble, Falcão said. “We put these pieces together and concluded that we were likely looking at two closely spaced supermassive black holes.”
The team also consulted archival observation radio wave data collected by the Karl G. Jansky Very Large Array of radio telescopes near Socorro, New Mexico. The black hole duo was also found to release energetic radio waves.
“When you see bright light in optical, X-rays, and radio wavelengths, a lot of things can be ruled out, leaving the conclusion these can only be explained as close black holes. When you put all the pieces together it gives you the picture of the (active galactic nuclei) duo,” Falcão said.
Meanwhile, the third diffraction spike observed by Hubble has an unknown origin, and the team requires more data to understand what it could be. The source of light might be from gas that was shocked by an energetic release of material from one of the black holes.
“We wouldn’t be able to see all of these intricacies without Hubble’s amazing resolution,” Falcão said.
Astronomers have observed pairs of black holes that are closer together than these two through radio telescopes, but those duos haven’t been observed in other wavelengths of light.
Both supermassive black holes once served as the centers of their respective galaxies, but a galactic merger brought the two objects much closer together. Eventually, their close spiral will result in a merger in about 100 million years, according to NASA, causing an energetic release of gravitational waves, or ripples in the fabric of space and time.
Such gravitational waves created by the collisions of supermassive black holes could be detected in the future by LISA, the European Space Agency-led Laser Interferometer Space Antenna mission that’s expected to launch in the mid-2030s.

Iraq postpones plans for US troop withdrawal amid regional tensions
Iraq has postponed announcing an end-date for the US-led military coalition’s presence in the country due to “recent developments,” raising questions about the future of US military presence in the Gulf state amid heightened tension in the region.
Iraq’s Higher Military Commission had aimed to propose an end date for Operation Inherent Resolve, the US military operation combatting terror group ISIS.
“We were very close to announcing this agreement, but due to recent developments, the announcement of the end of the international coalition’s military mission in Iraq was postponed,” a statement by Iraq’s foreign ministry said Thursday, without giving further details on what the “recent developments.”
Tensions are mounting in the region as Israel and the United States brace for a potential Iranian attack on Israel to avenge the killing of Hamas’ political leader Ismail Haniyeh in Tehran last month. Iran blames the assassination on Israel, which has not confirmed or denied responsibility.
Iran-backed militias in Iraq are pressuring the Shia-led government to end the US troop’s presence in Iraq.
Several powerful militias in Iraq have stepped up attacks on US sites in the country since October 7, saying in support of people in the Gaza Strip, where they view the US administration as one of Israel’s main allies. In response, the US has launched retaliatory airstrikes inside Iraq targeting the groups.
The US has roughly 2,500 troops currently in Iraq who have been operating there in an “advise and assist” capacity since December 2021, when the US military announced the end of its combat role in the country.

Harris Gets Progressives’ Stamp of Approval for Tim Walz VP Pick
Progressive support of Vice President Kamala Harris and Gov. Tim Walz is not a surprise, considering the alternative is former President Donald Trump and Sen. JD Vance. But there are still issues progressives hope to push Harris left on.
Vice President Kamala Harris on Tuesday picked Minnesota Gov. Tim Walz as her running mate – a decision that not only capitalizes on his proven ability to appeal to swing voters but one that also helps her avoid a possible fissure in the Democratic Party’s support.
Walz was a safe choice for several reasons – not the least of which was that he’s well-liked by progressives whose backing she needs to ensure her base is unified and motivated.
Sen. Bernie Sanders of Vermont called Walz a “great asset” to Harris’ campaign.
“He is a former public school teacher, football coach and strong union supporter,” Sanders posted on social media. “As governor, he delivered for working families in MN. As VP, he will deliver for the working families of the U.S.”
Progressives point to Walz’s track record, campaigning for governor on a “One Minnesota” platform that emphasized union organizing, a $15-per-hour minimum wage and assistance for school children and college students.
“Governors Tim Walz and Andy Beshear are persuasive advocates for core Democratic values and will energize voters across America without marginalizing any of the communities that we must engage in order to win the electoral college,” the progressives, who included California Democratic Party Progressive Caucus Chair Emeritus Amar Shergill, wrote.
The group’s main desire was that Harris not pick Pennsylvania Gov. Josh Shapiro as her running mate.
“Governor Shapiro, although a valued member of the Democratic coalition, has made too many controversial policy decisions on issues such as school choice and the environment to be the consensus voice our nation needs right now,” they wrote.
Others expressed worries about Shapiro’s strong support for Israel and the possibility that his stance could alienate progressive voters who are concerned about the ongoing conflict in Gaza.
Harris already garnered the support of leading progressives like Sanders and Rep. Alexandria Ocasio-Cortez of New York before her vice president decision. Still, going with Shapiro would have risked creating a crack in what had otherwise been overwhelming support from the Democratic Party since she announced she was running for president.
Progressive support of Harris is not a surprise, considering the alternative would be former President Donald Trump. And while Trump and his surrogates are eager to characterize Harris as so liberal as to be out of touch with mainstream America, there are certain issues on which progressives hope to push Harris further left.
Sanders recently said that Harris should run on a progressive economic agenda that includes expanding Social Security benefits by making the wealthy pay the same tax rate as the working class, expanding Medicare, cutting the cost of prescription drugs and hiking taxes on rich and multinational corporations.
“Indeed, it is the formula that could give Harris the sort of victory that sweeps in a Democratic Senate and House and allows her to govern in the best tradition of Franklin Roosevelt’s New Deal and Joe Biden’s Build Back Better program,” Sanders wrote in an opinion for The Guardian.
Notably, Harris has moved to the center on a couple of issues she ran on during her 2020 presidential bid, including reversing her stance on a fracking ban.
Though the focus for now is on Harris winning the election, expect progressives to ramp up the pressure on certain issues – including abortion access and climate change – if she does become president.
For example, restoring protections promised under Roe v. Wade won’t be enough for certain reproductive rights groups, who will likely push for abortion protections to go further under a potential Harris administration. And climate advocates, while happy with Harris and Walz on the ticket, will probably want to see progress on slashing fossil fuel production.

Game on: ABC News says Harris, Trump have agreed to presidential debate on Sept. 10
ABC News says that both Republican presidential nominee Donald Trump and his Democratic counterpart, Kamala Harris, have agreed to meet in a debate on Sept. 10.
The network’s announcement on Thursday came shortly after Trump told a news conference that he had agreed to three debates with Harris in September on separate networks.
Trump is rejoining the ABC debate days after posting on his social media network that he would not appear on the network, citing a lawsuit he has filed. His decision sets up a highly anticipated moment in an election where the first debate led to a massive change in the race — with Democratic President Joe Biden ending his reelection bid and endorsing Harris.
“I think it’s very important to have debates,” Trump said Thursday. “I look forward to the debates because I think we have to set the record straight.”
On the social media site X later on Thursday, Harris wrote that “I hear that Donald Trump has fully committed to debating me on September 10. I look forward to it.”
At a private fundraiser in Paris on Thursday, Harris’ husband, Doug Emhoff, said he “cannot wait” to see his wife debate Trump. He was in Paris as head of the U.S. delegation to the Summer Olympics closing ceremony.
Fox News has also proposed a debate between Harris and Trump to take place on Sept. 4, and NBC News is angling to air one on Sept. 25. During an appearance in Michigan, Harris said she was “happy to have that conversation” about an additional debate.
Trump also said he wants his vice presidential candidate, JD Vance, to debate Harris’ choice for veep, Minnesota Gov. Tim Walz, on CBS. The network is discussing potential dates to propose for that meeting.
ABC says that David Muir and Linsey Davis will moderate the Sept. 10 contest. That’s the same date that Trump and Biden had agreed to their second and final debate, before Biden’s decision put that event in doubt.
Any debate promises to take on extra importance with polls showing a tight race between the former president and current vice president. While Harris has ridden a wave of excitement among Democrats since inheriting the mantle from Biden, she has yet to appear at a news conference or give an interview to a journalist.
Republicans are already making that an issue. Vance, in a post on X as Trump was in his news conference on Thursday, said Harris was hiding behind a TelePrompter. “It’s been 18 days since she answered real questions from the media,” he wrote.

CARACAS (Reuters) - Venezuela's top prosecutor Tarek Saab said on Wednesday he would open a criminal investigation into the publishers of a website showing election tallies collected by the country's opposition, which contests the July 28 election.
"It was decided to launch a criminal investigation against those responsible for the publication and maintenance of the website," Saab said in a statement, citing forgery of public documents, computer crimes and conspiracy.
